The Hapes Consortium has a long history of maternal-lead isolationism, focusing on the building and strengthening of their own culture and technology without the effects of the rest of the galaxy. While it is true that other societies may be more advanced and stable in how they govern, their artistic, military, or cultural values, the Hapes Consortium has prided itself on a well-balanced and stable tradition. For this reason their military, political, and social infrastructure have been deeply interconnected. Being that the Consortium follows a maternal tradition, men can only rise to certain ranks or offices, unless there is explicit edict from the reigning Queen Mother stating otherwise.
While it is true that the Queen Mother has the final say over all happenings in the Hapes Consortium, from grand to petite, the organization is still full of bureaucracy. Directly below the Royal Family is the “Hapan Royal Court.” The Court is made up of representatives from each of the planets that constitute the Hapes Consortium, and together they discuss and vote on matters pertaining to the Consortium. Ultimately, however, it is up to the Queen Mother to come to a final decision on all matters.
The Military is split into three different divisions, charged with very different tasks. The Royal Army is devoted and equipped to land warfare, the Royal Navy is commissioned to serve the Hapan Consortium in the air and space, and the Royal Guard acts as planetary security, security aboard the Consortium’s space-faring ships, and as personal guards to the political hierarchy of the Hapans. While each is considered independent of the other, they all report to the Royal High Commander and through her the Queen Mother and have comparable ranks.
